Government requires dramatic new changes. In the United States, for example, we believe it should be both more democratic and representative, as well as decentralized. Decision-making and authority need to be at the lowest level possible, starting at the neighborhood level.

Levels of Government

Governmental power and authority need to devolve down to the lowest level at which appropriate decisions can be made, preferably made by only those whom the decisions affect. Those decisions can start even at the neighborhood level, where neighbors can meet informally to determine their needs and mutually decide on the best ways to meet those needs.

Needs which can't be satisfactorily handled at the neighborhood level will be moved up to the city level. The city, since it serves a number of neighborhoods, will have specialized skills and resources not possible at the neighborhood level.

Necessary resources, skills, knowledge and experience that are not available at the city level can be obtained at the county or even bioregional level. More and more specialized skills and resources will be available at higher levels, including state and, if desired, national.

The important principle is that decisions are made at the level at which they have their effects.


Secession

It has become very clear to many people that modern countries, particularly ones of the land area and population of the United States, are too big to govern properly. The solution is to break the larger countries up into smaller, more manageable areas. Recognizing the rights of those areas to secede is a first step.
